Image: Corning.<\/figcaption><\/figure>\n\n\n\n<p>At the end of October, Corning announced that it had <a href=\"https:\/\/www.pv-tech.org\/corning-brings-online-wafer-plant-in-q3-targets-daily-wafer-production-one-million\/\">started producing ingots and wafers <\/a>at its Michigan, US, plant during the third quarter of 2025 as it began ramping up production to one million wafers per day in Q4 2025.\u00a0<\/p>\n\n\n\n<p>The construction of the ingot and wafer plant was also achieved in\u00a0a very short\u00a0span of time, with the original announcement made in October 2024. Though construction is most likely to have started before\u00a0that,\u00a0it\u00a0still remains\u00a0a fast construction timeline for such a facility on US soil.\u00a0<\/p>\n\n\n\n<p>\u201cGetting our ingot and wafer plant online so quickly was made possible through close collaboration with state and local government, regulators, our utility provider, and a skilled workforce already attuned to the needs of our industry,&#8221; said Phil Rausch, Corning\u00a0Division Vice President,\u00a0Commercial Director, Solar, to\u00a0<em>PV Tech Premium<\/em>.<\/p>\n\n\n\n<p>&#8220;Thanks to this accelerated buildout, Corning now\u00a0operates\u00a0the largest ingot and wafer facility in the US, enabling a fully domestic solar supply chain for the first time in a decade. With a collocated polysilicon source on our Michigan campus, our\u00a0logistics\u00a0are measured in minutes, not months, making us resilient to trade disruptions. The domestic content bonus further amplifies our impact.\u201d <\/p>\n\n\n\n<p>Moreover, this marked a celebrated milestone for the US solar manufacturing industry, as it meant that for the first time in\u00a0nearly a\u00a0decade, ingots and wafers were produced on US soil. However,\u00a0this would not be enough to supply the\u00a0entire value chain, considering the volume of module capacity now operational in the US, and several gigawatts of solar cells are expected\u00a0to come online in the coming months.\u00a0<\/p>\n\n\n\n<p>&#8220;According to our estimates, Corning&#8217;s annual wafer capacity is approximately 2.5GW. Total cell capacity in the US is estimated to be 3GW, which is expected to increase significantly over the coming years. The gap is even more pronounced when compared to the estimated 35GW of modules being produced domestically. So, while Corning&#8217;s announcement is a significant milestone for the solar industry in the US, it is far from sufficient to meet the short-term to medium-term needs of the US market,&#8221; said\u00a0Joe Henessy, analyst at <a href=\"https:\/\/marketresearch.solarmedia.co.uk\/reports\/pv-moduletech-bankability-ratings-quarterly-report\/\">PV Tech Market Research<\/a>.\u00a0<\/p>\n\n\n\n<p>Outside of Corning, the only c-Si solar manufacturer with an ingot\/wafer manufacturing facility currently under construction is Qcells, with its 3.3GW vertically\u00a0integrated plant\u00a0in Cartersville, Georgia.\u00a0The manufacturing plant is\u00a0<a href=\"https:\/\/www.pv-tech.org\/keeping-the-faith-in-us-solar-manufacturing\/\" target=\"_blank\" rel=\"noreferrer noopener\">forecast to be operational in early 2026<\/a>, yet the wafers\u00a0produced at the facility will be for internal use only.\u00a0<\/p>\n\n\n\n<p>Out of the entire supply chain \u2013 from polysilicon&nbsp;to modules \u2013 the&nbsp;ingot\/wafer stage is&nbsp;the most&nbsp;heavily&nbsp;concentrated&nbsp;in China, with 95% of global production made in China in 2025, as per PV Tech\u2019s Market Research data&nbsp;(see chart below). There are only a few wafer manufacturing facilities that are up and running outside of China, with the majority of&nbsp;those&nbsp;located&nbsp;in Southeast Asia and owned by Chinese companies.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"626\" src=\"https:\/\/www.pv-tech.org\/wp-content\/uploads\/2025\/11\/image-3-1024x626.png\" alt=\"\" class=\"wp-image-162495\" srcset=\"https:\/\/www.pv-tech.org\/wp-content\/uploads\/2025\/11\/image-3-1024x626.png 1024w, https:\/\/www.pv-tech.org\/wp-content\/uploads\/2025\/11\/image-3-300x183.png 300w, https:\/\/www.pv-tech.org\/wp-content\/uploads\/2025\/11\/image-3-768x469.png 768w, https:\/\/www.pv-tech.org\/wp-content\/uploads\/2025\/11\/image-3.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>This limited amount of non-China-based (or owned) wafer capacity\u00a0leaves Corning in an advantageous position to supply US-made and\u00a0Foreign Entity of\u00a0Concern (FEOC)-compliant wafers, while competition from outside remains scarce,\u00a0but we\u2019ve already seen a first move from a company to supply FEOC-compliant wafers from outside of the US. Last month, OCI Holdings\u00a0<a href=\"https:\/\/www.pv-tech.org\/oci-holdings-solar-wafer-vietnam-big-beautiful-bill-supply-chain\/\" target=\"_blank\" rel=\"noreferrer noopener\">acquired\u00a0from Elite Solar Power\u00a0a 65%\u00a0majority stake<\/a>\u00a0in a 2.7GW wafer plant in Vietnam.\u00a0<\/p>\n\n\n\n<p>According to industry experts&nbsp;<em>PV Tech&nbsp;Premium<\/em>&nbsp;spoke with,&nbsp;it&nbsp;wouldn\u2019t&nbsp;be far-fetched to see Corning further expanding its capacity to meet domestic demand&nbsp;as the entire market is theirs at this point. More&nbsp;so,&nbsp;considering that Corning has&nbsp;already&nbsp;secured&nbsp;purchases of&nbsp;more than 80% of its&nbsp;polysilicon&nbsp;and wafer&nbsp;production&nbsp;for&nbsp;the next five years.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-feoc-and-section-232-nbsp-policy-advantages-nbsp\"><strong>FEOC and Section 232&nbsp;policy advantages<\/strong>&nbsp;<\/h2>\n\n\n\n<p>Currently, Corning is ramping up its production to reach one million wafers per day in Q4&nbsp;2025.&nbsp;Calculations&nbsp;from PV Tech\u2019s Market Research put&nbsp;this at more than 2GW of annual production capacity.&nbsp;However, the company aims to&nbsp;continue ramping up its production&nbsp;and make improvements in the coming quarters, as mentioned last month in an earnings call.&nbsp;<\/p>\n\n\n\n<p>Edward Schlessinger, executive VP and CFO at Corning, said that the facility would see \u201cincremental improvements as we add&nbsp;capacity and as we sell more\u201d.&nbsp;<\/p>\n\n\n\n<p>Furthermore, any&nbsp;possible capacity&nbsp;expansion from Corning would be supported by the current policy landscape in place in the US.&nbsp;With both US-made polysilicon&nbsp;\u2013 from its subsidiary Hemlock Semiconductor \u2013 and wafers, there are no&nbsp;Uyghur Forced Labor Prevention Act (UFLPA) nor&nbsp;foreign entity of&nbsp;concern (FEOC)&nbsp;risks for buyers.&nbsp;<\/p>\n\n\n\n<p>On top of that, there is an industry&nbsp;consensus that&nbsp;<a href=\"https:\/\/www.pv-tech.org\/what-does-the-upcoming-section-232-on-polysilicon-need-to-answer\/\" target=\"_blank\" rel=\"noreferrer noopener\">a decision on Section 232 is imminent,<\/a>&nbsp;one&nbsp;that could&nbsp;lead to&nbsp;tariffs not only on polysilicon&nbsp;but also on wafers.&nbsp;<\/p>\n\n\n\n<p>\u201cHaving&nbsp;a&nbsp;domestic&nbsp;source of wafers will be the least risky way to supply the US market,\u201d&nbsp;said&nbsp;Henessy, adding that the combination of US-made capacity and Section 232 will put the levels of&nbsp;utilisation&nbsp;at the wafer plant higher than seen on other wafer manufacturing facilities.&nbsp;<\/p>\n\n\n\n<p>Moreover, using Corning wafers will also allow other domestic manufacturers of solar cells to get a higher value of domestic&nbsp;content bonus, as mentioned by an industry expert to&nbsp;<em>PV Tech Premium<\/em>.&nbsp;<\/p>\n\n\n\n<p>Unless there is a major turnaround in US policy, Corning is well-positioned to supply the US market with its wafers as the company plans for its US-based production to drive US$2.5 billion in revenue by 2028.&nbsp;<\/p>\n\n\n\n<p>\u201cWe deliver secure, transparent, U.S.-based
