Image: Baywa r.e.<\/figcaption><\/figure>\n\n\n\n<p>US energy officials have found unexplained communication equipment inside some Chinese-made inverter devices, according to a report from the <em>Reuters <\/em>news agency.<\/p>\n\n\n\n<p>This morning, <em>Reuters <\/em>reported the presence of undocumented and \u201crogue\u201d communication devices in a number of Chinese-made solar inverters. These could potentially introduce unregulated and undocumented remote communication channels to the inverters, by which an actor could remotely bypass the cybersecurity firewalls that utility companies use to prevent direct communication back to China.<\/p>\n\n\n\n<p>Similar devices were also found in Chinese-made batteries.<\/p>\n\n\n\n<p>Inverters are highly digitalised products, often referred to as the \u201cheart\u201d or \u201cbrain\u201d of a PV system. In theory, hackers could remotely disrupt or switch off solar power supply if they could control the inverter, resulting in power losses, blackouts or damage to energy infrastructure.<\/p>\n\n\n\n<p>The concerned parties that spoke to <em>Reuters <\/em>did not disclose the manufacturers or the number of products where they found the rogue devices. Energy analyst Wood Mackenzie said that Chinese firms Huawei and Sungrow dominated over 50% of the global inverter market share in 2023.<\/p>\n\n\n\n<p>In response to <em>PV Tech <\/em>for this article, CEO of US trade body Solar Energy Industries Association (SEIA), Abigail Ross Hopper, said \u201cThis is a serious issue that the industry needs to address, and it&#8217;s even more reason for Congress to maintain tax credits that are onshoring the production of inverters and the entire solar supply chain in the United States.<\/p>\n\n\n\n<p>&#8220;Continuing the buildout of domestic solar manufacturing is essential to give us more control over the security and integrity of our energy systems.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-european-concerns\">European concerns<\/h2>\n\n\n\n<p>Though discovered in the US, the presence of unregistered equipment has raised alarm in Europe.<\/p>\n\n\n\n<p>The European Solar Manufacturing Council (ESMC), the body which represents the interests of some Europe-based PV companies, said that: \u201cWith&nbsp;over 200GW&nbsp;of&nbsp;Europe\u2019s&nbsp;solar&nbsp;capacity&nbsp;relying&nbsp;on&nbsp;these&nbsp;inverters\u2014equivalent&nbsp;to&nbsp;more&nbsp;than 200&nbsp;nuclear&nbsp;power&nbsp;plants\u2014the&nbsp;security&nbsp;risk&nbsp;is&nbsp;systemic.\u201d<\/p>\n\n\n\n<p>In a LinkedIn post, it called on the European Commission (EC) to examine the \u201crisk potential for sabotage and espionage\u201d of manufacturers of components that can \u201csignificantly influence the behaviour\u201d of the European grid. It also called for \u201crigorous audit and validation tools\u201d and a fully transparent software bill of materials (BOM).<\/p>\n\n\n\n<p>The ESMC and fellow trade body SolarPower Europe have been ramping up calls for greater cybersecurity protection for European inverters. Earlier this month, the ESMC called for a <a href=\"https:\/\/www.pv-tech.org\/esmc-calls-for-restriction-of-remote-access-to-pv-inverters-from-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">restriction for remote access to inverters<\/a> from \u201chigh risk\u201d Chinese manufacturers.<\/p>\n\n\n\n<p>This followed a report from SolarPower Europe and consultancy DNV highlighting the <a href=\"https:\/\/www.pv-tech.org\/solarpower-europe-european-solar-cybersecurity-needs-superior-implementation\/\" target=\"_blank\" rel=\"noreferrer noopener\">security risks posed by digital inverters<\/a>. The report said that the risks were \u201cabove acceptable limits\u201d, as an attack on just 3GW of inverter capacity\u2014far lower than the production capacity of the leading suppliers\u2014could have \u201csignificant implications\u201d for the power system.<\/p>\n\n\n\n<p>In the report from DNV and SolarPower Europe published last month, the authors said there is \u201cgrowing concern for potential damage\u201d from cyber attacks in the solar industry as it grows. It also cited hacker groups which had been associated with the Chinese and Russian governments, identified by the US Cybersecurity and Infrastructure Security Agency (CISA) \u201cwith a focus on attacking critical infrastructure in the US and Europe.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-opinions-from-intersolar-europe\">Opinions from Intersolar Europe<\/h2>\n\n\n\n<p>Last week, <em>PV Tech <\/em>spoke to a leading European inverter manufacturer at the Intersolar Europe trade show in Munich, who said that the risk of cyberattacks to cut power supply from solar inverters was \u201creal\u201d, and that \u201cit\u2019s very clear inverter companies could switch off the grid if they want to.\u201d<\/p>\n\n\n\n<p>Our interviewee likened the prospect to Russia restricting gas supply to Europe after its invasion of Ukraine. \u201cProbably 99% of people would have said \u2018No, there\u2019s no risk [of that happening].\u2019 But it did. We saw it. And I see the same risk here.\u201d<\/p>\n\n\n\n<p><em>PV Tech Premium<\/em> also spoke to companies present at the event, <a href=\"https:\/\/www.pv-tech.org\/complex-expertise-standardised-processes-cybersecurity-concerns-intersolar-europe-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">including SolarEdge and Solargis<\/a>, about growing cybersecurity concerns in the European solar sector.<\/p>\n\n\n\n<p>What could have been thought of as a hypothetical \u201crisk\u201d is perhaps now closer to reality
